Add possibility to output Kd at all bands + TSS_SW_QA check

Modification in the LOG_proto of functions computing norms, dot products
to return exactly 0 if so
Raman correction still need to be fixed

For Kd, the reference wavelength is 490nm (it affects both SNAP and
desktop version)

Add new features in the cmake configuration :
 - ENABLE_LOCAL_COTS
 - ENABLE_SHARED_COTS

if the local dependencies are chosen, instead of installed system
libraries, the path needs to be set with the variable COTS_PATH

The sources of the different libraries are added to the repository
(HDF5, NETCDF, libXml2, OpenSSL, GSL)

A static version of zlib needs to be installed in the system

Adding the Kd variable (Still need a definition of min/max range and
long name definition)
